Background



The IV Constitutional Government through SERN has established 3 policies and 6 programs to manage TL’s natural resources. The programs are comprehensive and integrated with 2 main objectives; strong participation from the Timorese people and maximum benefits to the Timorese people from their natural resources. The programs are currently at various levels of implementation.

In 2008 SERN was able to send a total of 170 Timorese students to Australia, Indonesia , Portugal and other countries around the world under the scholarship program. In 2008 a pre-feasibility study was also carried out for the pipeline to land on the shores of TL. The Sunrise Commission was established to assist with development of the Sunrise field. The Autoridade Nacional do Petróleo was established (ANP) in 2008 under the leadership of Timorese people. On the geological mapping program, a number of preparations were made. A site was selected for the TL Supply Base and a Transparency House was established to facilitate the dissemination of information to the public about the petroleum sector.

In 2010 SERN will consolidate these programs and will establish a National Oil Company and an Institute of Petroleum and Geology. SERN will seek investors to build the supply base. New laws will be established for a better management of the natural resources.

In 2010 TL will be in a stronger position to meet the challenges and grab the opportunities arising from the natural resources.
